SUMMARY
The Project Scheduler will assist project and program management efforts with the development, maintenance, and analysis of project schedules; will take the lead in planning, tracking, analysis and reporting on the project schedule and schedule status for projects and programs of varying size and complexity; will provide key support to project and program management efforts monitoring workflow, coordinating and tracking schedule and cost forecast data and identifying key project delivery risks and issues.
This individual will standardize Primavera usage and its functionality across various engineering design and construction, and implementation projects; and will work very closely with the TSMS Administrator in the Engineering & Environmental Services Division, especially when the assistance of IT becomes necessary.

ESSENTIAL FUNCTIONS (include but not limited to):

  • Provides overall support to the Project Managers (PMs) during development and implementation of Primavera reporting and user tools;
  • Advises and assists the Division Manager in the use of Primavera for program management;
  • Maintains the schedule, optimizes change outcomes and advises the Project Manager
    on performance;
  • Leads the effort in developing how the business unit incorporates Primavera into business processes;
  • Develops policies, procedures and best business practices in using Primavera tool uniformly;
  • Reinforces Primavera users to use functionality of the software provided through training and conformance of uniform schedule controls and document controls;
  • Work closely with Project Managers and Section Managers to develop and maintain cost and resource loaded project schedules for design projects;
  • Analyze project schedule performance trends by comparing plan against actual and baseline data; provide recommendations and guidance to the Project Manager;
  • Consult with and provide feedback to the Section Manager and Division Manager;
  • Attend and participate in project status meetings;
  • Manage information and data within various software and databases;
  • Prepares periodic comprehensive reports of activities;
  • Consults with and advises management regarding problems encountered during scheduling activities;
  • Assists in the solution support for incident resolution and change implementation;
  • Serves as the liaison with software providers, the TSMS Administrator and IT;

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:

  • Ability to develop and maintain project schedules for large capital water and sewer design and construction projects including WBS development, task definition, predecessor/successor linking, cost and resource loading, baseline setting, etc.;
  • Advanced knowledge of Primavera P6, including use of dependencies, cost loading, resource loading, resource leveling;
  • Understanding of project management and business processes and systems in a water and sewer utility environment;
  • Ability to work under limited supervision and be a self-starter;
  • Strong organizational, critical thinking, and analytical skills;
  • Ability to facilitate meetings including preparation of agendas, presentations, meeting minutes, action items, and other meeting documentation;
  • Advanced skills in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint);
  • Strong written and oral communication skills;
  • Ability to work independently within a team and follow through on tasks;
  • Ability to adapt to changes in the work environment; manage competing demands;
  • Ability to change approach/method to best fit the situation;
  • Ability to review and prepare written reports and to communicate effectively both orally and in writing;e-Builder Construction Program Management Software.
  • Bachelor's degree in Civil Engineering, Construction Management, Computer Science, Information Systems or related field;
  • 5 years' experience in managing schedules, including 3 years' experience utilizing Primavera for scheduling design and construction projects.
  • Completion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter.

PREFERRED 

  • Working knowledge of water and sewer pipeline design projects;
  • Three years' relevant work experience in the water and sewer utility, construction and engineering field;
  • Working knowledge of ArcGIS and Enterprise Geographical Information System (EGIS);
    PMP Certification.
