SUMMARY

Plans, coordinates, tracks, and manages the development and implementation of programs and initiatives in the Infrastructure Systems Group (ISG) or other areas in the WSSC. This includes the continuous improvement of processes and practices. The Program Manager has the responsibility for various phases of a program and project and is responsible for continuous improvement of processes and practices. Project team membership will be functionally diverse, reflecting the intent and objectives of individual processes, projects, phases and initiatives.


ESSENTIAL FUNCTIONS (include but not limited to):

  • Leads and manages complex water/sewer pipeline infrastructure design and other programs to assure delivery of individual projects in accordance with established WSSC goals, policies and procedures;
  • Work with business and customer stakeholders to define project objectives and requirements.
  • Prioritize requirements and define scope to meet program needs in a timely manner.
  • Develop, maintain, and distribute (as appropriate) standard project management deliverables for the successful project/program completion, including: implementation plans, project schedules, project budgets and variances, issues & action item logs, meeting minutes, risks assessment and contingencies.
  • Partner with internal and external development teams to deliver on time and with the quality required.
  • Work with business and customer stakeholders to define project objectives and requirements.
  • Prioritize requirements and define scope to meet program needs in a timely manner.
  • Develop, maintain, and distribute (as appropriate) standard project management deliverables for the successful project/program completion, including: implementation plans, project schedules, project budgets and variances, issues & action item logs, meeting minutes, risks assessment and contingencies.
  • Partner with internal and external development teams to deliver on time and with the quality required.
  • Assist in developing Standard Operating Procedures and manuals to support water/sewer programs.
  • Works with the staff, WSSC internal customers, contractors, consultants, and/or project delivery teams to establish critical quality control checkpoints, including acceptance criteria sign-off, project schedule and time line commitments, critical path definition, training, and project status reporting;
  • Conduct post-project review to document lessons learned and provide guidance for future implementation work;
  • Gather data and prepare diagnostic and prescriptive reports on significant group or institutional issues;

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:

  • Comprehensive knowledge of the water/wastewater industry;
  • Comprehensive knowledge of the principles and practices of project management and associated organizational management systems;
  • Ability to effectively direct the work of others engaged in a variety of water/sewer program activities;
  • Strong project management skills with the ability to work on and track multiple projects
    simultaneously.
  • Ability to maintain project team focus and structure, including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resource and stakeholder elements;
  • Bachelor's degree in degree in civil engineering, environmental engineering or similar area.
  • 7 years of project management experience with business and technical professionals in the delivery of water/sewer asset programs, capital projects, or related project management experience. Experience includes
  • 3 years of managing of large, complex projects.
  • Project Management Professional (PMP) certification required.
