SUMMARY

The Business Case (BC) Project Manager is responsible for managing the development of business cases for capital infrastructure projects with varying degrees of complexity, principally, but not limited to, the planning for design and construction of physical capital assets (water/wastewater plants, pumping stations, storage and transmission facilities, buildings and grounds, and rehabilitation projects). Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects. The BC Project Manager works under the general direction of the Planning Division Manager with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignments 

ESSENTIAL FUNCTIONS (include but not limited to):

  • Manages the development of business cases for potential capital projects and oversee business case consultants
  • Forms and leads internal project teams to determine the need for consultant services to assist in the development of business cases
  • Coordinates and leads the consultant selection process to ensure consultants possess the requisite skills and experience;
  • Prepares and finalizes the scope of work
  • Coordinates consultant efforts in determining Life Cycle Costs (LCC), Business Risk Exposure (BRE) for the assessment of business case alternatives;
  • Consults and works with team members from other internal organizations
  • Reviews project technical, management, and budgetary plans; ensures project compliance with corporate policy and technical specifications;
  • Gathers data and prepares diagnostic and prescriptive reports on significant Team, Group or institutional issues;
  • Reviews, negotiates, and finalizes contracts and change orders;
  • Prepares or monitors project schedules using PERT, CPM, Bar Chart, or other methods;

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:

  • Bachelor's degree in Civil, Sanitary, Environmental Engineering or related engineering discipline
  • 7 years of progressively responsible experience in the practice of project management
  • Certification as a Project Management Professional by the Project Management Institute of America.
  • Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems;
  • Ability to organize and lead cross-functional project teams
  • Ability to maintain project team focus and effective structure, including the development of a strategic project management plan that includes schedule, budgetary, contractual, human resources and stakeholder elements;
  • Must possess the knowledge and skills required to effectively access and involve other agencies, and internal staff;
  • Demonstrated effective team building, group leadership, project management and verbal and written communication skills

ADDITIONAL REQUIREMENTS

Registration as a Professional Engineer. If registered out-of-state, PE Registration in the State of Maryland will be required within 12 months of hire
