SUMMARY

The Senior Project Engineer is responsible for managing the development of the long-term plan including analysis, planning and development of the PCCP replacement program and water and sewer main replacement program. The Senior Project Engineer also leads cross functional project teams managing projects with varying degrees of complexity, principally, but not limited to, the planning and design of water and sewer replacement and rehabilitation projects. Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects. This employee works under general direction of the Section Manager with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignments.

ESSENTIAL FUNCTIONS (include but not limited to):

  • Leads a team managing complex planning projects for the replacement and rehabilitation of PCCP pipe.
  • Participates in the cost effective and efficient bundling of projects through the use of optimization tools, based upon specified constraints and programs;

  • Responsible to oversee staff's frequent coordination with internal and external stakeholders and communicating shared information including but not limited to State, County, and Municipal Highway departments, gas, and telecommunication utility companies;
  • Coordination with IT resources concerning data displays within GIS and associated frequent updates;
  • Coordination with Water and Wastewater Planning Section staff members for capacity analyses, impacts with system shutdowns, and other analyses necessary with the planning function efforts;
  • Provide assistance to Section Manager during the formulation and management of Basic Ordering Agreement Contracts and Task Orders required for water and sewer program execution;
  • Provide an opinion for reviews, negotiation and finalization of contracts and change orders;
  • Prepares or monitors project schedules using PERT, CPM, Bar Chart, or other methods;
  • Develops and implements project management strategic plans and resultant monitoring mechanisms;
  • Assists in the development of the Capital Improvement Program and other budgets

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS

  • Bachelor's degree in Civil, Sanitary, Environmental Engineering or related engineering discipline
  • 3 years of progressively responsible experience in the practice of project management.
  • NASSCO PACP, MACP, LACP Certifications
  • Professional Engineer registration in the State of Maryland.

PREFERENCE(S):

  • Certification as a Project Management Professional by the Project Management Institute of America
  • Prioritization/Optimization of complex decision-making analyses involving numerous constraints;
  • Experience/knowledge in the design and construction of large-diameter water transmission mains, including PCCP pipe
