AGi Mission Support Services, INC is seeking a Project Manager to communicate and collaborate with department staff, stakeholders, contractors, and other technical support staff.  The Project Manager is needed to manage all aspects of technical support for State of Maryland child care systems  This individual must be a strong "hands on" Project Manager who is able to manage all aspects of technical support for MSDE's (Maryland State Department of Education)  Child Care Portal systems and who can maintain the continuum of services needed for daily operations.  The individual must also be able to provide Project Management consistent with PMI, PMBOK principles of project management and the State of Maryland System Development Life Cycle (SDLC).

Essential functions (include but not limited to):

  • Performing day-to-day management of the system service requests and projects related to the Enhanced Child Care Tracking System and Child Care Portal, identifying issues and risks, and recommending possible mitigation strategies associated with the project.
  • Attend meetings, interviews and review system functions with other  Contractors       
  • Provide oversight for various business and technology teams as necessary during project implementation to ensure solid, scalable, and robust solutions   
  • Schedule and lead various team meetings to coordinate the following: Department priorities and progress of work; Strategic planning for current and future system changes; Corrective action plans; Weekly development and operation meetings and monthly program advisory committee meetings.        
  • Ensure work performed under the TO is within scope, consistent with requirements, and delivered on time and on budget
  • Conduct reviews of contract deliverables and perform design and code reviews
  •  Identify critical paths, tasks, dates, testing, and acceptance criteria
  • Provide solutions to improve system efficiency (e.g., reduce costs while maintaining or improving performance levels)
  • Monitor system functions and provide resolutions for up-to date status reports    
  • Ensure project monitoring, control, team integration, change integration, and corrective action as needed      
  • Ensure the application of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) and State of Maryland System Development Life Cycle (SDLC) standards in managing the project
  • Provide project planning, monitor and control technical and functional enhancements to the Child Care Systems, serve as the primary liaison with the Department and Department stakeholders. 
  •  Ensure that sound development practices are taking place in requirements management, systems testing, configuration management, in addition to exercising best practices and providing oversight for the Enhanced Child Care Tracking System and Child Care Portal
  • Provide guidance to MSDE management on technical options associated with the transformation of internal applications, contractor and state staff performance, and guidance on the feasibility of technical approaches to software development and Commercial Off The Shelf (COTS) products.   


  • A Bachelor's degree from an accredited college in Engineering, Physical Sciences, Mathematics, Management information Systems or Business.
  • Expert knowledge of information technology standards and practices to include: knowledge of IT applications and systems
  • Five (5) years of experience in Equipment Support and Programmatic Support.
  • Eight (8) years of IT Management experience including: Technology Assessment, Systems Designs, Acquisition and Budge Planning.
  • Five (5) years of experience managing projects; implementing IT strategies and IT security policies
